Procurement Frustration

Around two thirds of Local Authorities are not using standard PAS 92 pre-qualification questionnaires [PPQs] which reduce costs and enable smaller firms to compete for public sector contracts on a level playing field through a simplified procurement tool.

PAS 91 was introduced in 2010 as a standardised PQQ to include the various types of questions typically used by public sector buyers.  In the Electrical Contractors Association survey only 31 per cent of Councils said they used PAS91

Around 18 percent of Councils did not even know if they did use PAS 91
